Just noticed that downloads will start very high and then start dropping until it gets around 40kb and stay around there....

When you say recylce you just mean to reset it right?

I have Charter Cable and Windows XP... it use to be alot faster then this and I don't know what happened I installed cablenut and even loaded a setting and didn't change the outcome at all :::..
