I will say one thing about my connection though. The speed can vary. As with any internet connection I am sure it is the same. Sometimes I will download at several MB/sec and others it isn't near as fast. Just depends on the load. I know several people here who run FTP servers and the like. I will tell you it is nice with transfering files from one neighbor to the next. All of the apartments have a main network port and then you use your router to feed the ports that run through the rest of the apartment. Everyone is connected via 100 Mbit on the "walden" network. It's pretty nice. It will definitely make it difficult to leave here one. That and the fact that my office is only 2 miles away
Nope. That is the internet connection that I have inside my apartment. The apartments are called Walden Internet Villages. For $47 a month I get a 10 Meg connection and for $72 I get a 100 Meg connection. I'm not sure which one I am getting, but I pay $47 but it is above 10 Meg.
Here are my latest attempts after optimizing

I have used TCPOptimizer along with a patched tcpip.sys file that allows more than 8 connections after XP SP 2. Currently I have changed the allowance from 8 connections to 1024. With the cable nut options help any more than what I have already done? Thanks for the reply.
Here is a portion of a screen capture when using utorrent.
Hmm....not bad. OC3 line for the apartment community. From the results it looks like I need to get my speeds up a little higher.
