Thank you for your advise. I followed the above link and downloaded and installed the program, but it did not fix the problem. I called my ISP tonight and it seems that they fixed the problem remotely. My question now is: Do ISP do it on purpose? Do they decrease and increase connection speed and download speed? Thank you.
