I found the problem, comcast said that i have the 1.5Mbps service loaded in my modem Customer Service claims that i have 3.0service and that they no longer sold the 1.5 so they're fixing it at the moment thank you VanBuren for you help

the tweaks page told me to change it to a number around 100000 or so but i also had it on the version 6's default number and got the same speeds
