That is the ISP, and no its not burst speeds.
Their cheapest package is 256x128, for $29/month, they then have 512x256, 1.5x387, 2x512, 3x512, 6x1.5, and 10x10(backhaul). (I actually had a list of their plans on my desk, lol).
I am on 3x512, so getting 2.7, generally is pretty good. But, when other tests, and even downloads pull in 3.7-4.2, then its something wrong. On download files, i'll easily hit 450kB/s, and best was 570kB/s, but that only happened once. This is speeds throughout the whole download, not a burst.
Also, the ISP frequently provides faster speeds than what you paid for. I know some people on their 512x256 package that pull 700-800kbps down.
It's not a big deal, but still.

Im pretty sure they don't traffic shape, but I guess thats possible.
