i tried all of the tweaks that were suggested and still have about the same speed

i dont know how far i am from my isp, does anyone know how to find the distance from isp also there are not any viruses, i have good virus protection and i just installed xp a couple of weeks ago. i am still trying all of the tweaks that were listed, thanks for all of the suggestions.
