But I don't know if Smartbro uses the shared IP's for one tower by all users on that tower. So your Internet IP is the towers IP, so all the users on the Tower have the same IP.
If a download site makes one download session per IP, then only one user on the tower can download from the site.

the error says that i cant download because my IP is already downloading a file , even if i just opened my PC...
