Supposedly it's only 85.17 % of Comcast's average... Is that all I'll be able to squeeze out of it?

I clean my computer daily and all that. I use Comcast High Speed cable internet, download speed isn't too bad I guess. I've tweaked by using TCPOptimizer, selecting Extreme settings and using those except for changing it's optimized value of MRU from 1500 to 1492 to keep my Xbox from constantly disconnecting when I log onto Xbox Live. Any suggestions for my upload though?
