Help, DSL speed is going at about 120kbs slower than b4 after system Recovery!

so I reformated my computer, Before that I got about 180kbs download on the speed test, I aplied a tweak with DR TCP(I believe this is it http://www.levinecentral.com/levinecentral/optimize-ool.html) and got 323Kbs download(using the 2wire router, I didn't switch modems or anything) .

But now I get 224 kbs, so im asuming I did something wrong? could anyone please help me out here? heres the results:

Thanks for the welcome and sorry my first post had to be a question, but it was my last resort, I just reformated the PC today, yes when I check for driver updates on the hardware on device manager it says it cannot find a newer version than the one i currently have so I guess yeah, also when I check on Device manager, then transmit rate the maximun I get is 11 mb, maybe it has to do something with that?
