Fast downloads, almost non-existent upload speed

I recently installed a Verizon FiOS network in my house, and everything works great with three of my four computers. The typical speeds I'm getting are 6,000 kbps to 15,000 kbps download and 1,000 kbps to 3,000kbps upload, depending on where I do the test. However, I have one computer which seems to be getting the download speed, but the upload speed on multiple speed test sites average 6kbps.

This is the result from the download and upload test from the bad computer.

I've looked around, and I think this has something to do with packet loss, but I have no idea how to fix it. I'm pretty sure the problem has to do with network or firewall settings on the problem computer, because all of the other computers are working fine both wirelessly and plugged in. But of course, I could easily not have a clue what I'm talking about. Right now, the bad computer is only running Windows firewall (I did disable it, with no effect) and I did scan for viruses/trojans and spyware...the tests came up clean.

Any ideas on how to solve this?
