Speed vs Statistics from line.

I have the Verizon 3Mbps/768Kbps package and I know my speeds may look ok but what my connection is doing is killing off my home phone.  I can not make a phone call out or receive a phone call without unplugging the modem. The home phone is hooked up with the DSL Modem at a 2 way splitter in the wall jack with a DSL Filter on the phone.

Upload Connection is:: 652 Kbps about 0.7 Mbps (tested with 1496 kB)

But what is the shocker is..

Line Attenuation (dB)                46.5                          31.0

Transmit Power (dBm)              19.0                          11.8

As you can see, I have 3 big problems 

The Noise Margin    6.5 and 10 are far off from where they're suppose to be at. Both numbers should  be 20 or higher. This problem is causing me to lose quality in phone calls.

The Line Attenuation  31.0 is very good  but the 46.5 is border-line between good and poor as it goes sometimes in the 50s and other times stay in the 40s  the higher the number, the bigger the chance I will lose connection.

Transit Power is a huge reason on maybe why I'm experiencing those 2 problems.  11.8 is good but 19.0 for downstream should never in a way be that high. Once it reaches 15db, you can only determine that there is something wrong with the line.

As the provisions say on my modem, 3360/800 is really where I should be or higher. A Verizon Technical Support Rep tested my line and found that the 2781Kbps I'm receiving now.. its only 66% of my download speed  and  652Kbps upload is 97% of my upload speed.  So my download is taking a beating as well as my home phone.

A technican is suppose to be at my house today to test out my line for breaks.  If you have any opinions or a same case scenerio, please voice your opinions.
