Fast - Slow - Fast - Slow

I have Adelphia Cable advertised at  3 Mb/s down and 256 kb/s up.  I used to average a steady 3.2 on the download test, but just recently I've noticed a strange phenomenon of what appears to be a "fast - slow - fast - slow", etc... during the test and can only get abound 2.1 and average about 1.8 Mb/s. 

This appears to be bursting, or something of that nature, and it happens on other test sites as well.

Any suggestions?

disable firewall during test, or config it to allow ICMP traffic

Seems that the SanJose Level 3 is really bad, and that's about the only consitany I see.

Thanks VanBuren!  I did also notice that while performing the Download Smartest, that the fast slow condition continued while not connected to my router.. 

Is there acceptable packet loss % to your address that Adelphia adhere's to, or should it be 0%?    Will they try to tell me they can get away with certain percentage of loss?
