In your case the -10.12 is the incoming/receive power comming in. You have little to no control over this as it is from your cable co. Loose or dirty connections would be about the extent of it. The 48.25 is the transmitt power or power level going out from your modem...again not much you can do as most of that is set by firmware or software in your modem.
