your MTU is still off

download this http://www.dslreports.com/front/DRTCP021.exe

open it, make sure all is set to default, and all MTU fields must be blank, use delete key to erase the values

click apply and exit

now reboot

and make a new tweaktest

great, now you have the right MTU, open cablenut, click delete cablenut tweaks and click save to registry

now set your TcpWindowSize and GlobalMaxTcpWindowSize to 64240

click save to registry and reboot

test speed again, also make a new tweaktest

you have a very unstable ping

Ping stability:

72 120 200 41 123 138 37 153 105 103

that can be a router problem, or a problem with your ISP net

bypass your router, and make sure you using 10Mbps half duplex on your NIC or use default duplex settings

also reboot your modem for 30 seconds

make a new speedtest
