Help With Internet Speed

Hello, can someone please help me tweak my settings to increase my internet speed?  Here is the information you require:

1.  Windows 10

2. Charter Communications - 60 Mps Download / ? Upload

3. I do not have any tweaking programs installed.  I was unable to run the TCP Tweak Test because, The test server is unreachable
