Please help with awful DL issues with Cox

I am running Windows 2k pro, I have a SF5100 modem and a Linksys router and am using the onboard NIC on my ASUS A7V8X MB.  I have tweaking software, cable nut and tcpoptimizer.  My ISP is Cox Cable and they advertise 4000/512.

that looks good, try disable all tweaks and see what speed you get with windows default settings

open cablenut, click delete cablenut tweaks and click save to registry

reboot

powercycle your modem, leave it off for atleast 30 seconds and make a new speedtest

ok great, I really appreciate all your help.  does this affect BitTorrent or just clients like limewire or kazza?

any idea why my speeds were so slow before?  i would really like to learn why this happened and what settings affect what.... you know?
