I fixed the problem. I was helping my friend fix his computer so he brought his box over. Well while fixing his box I hooked it up to my connection and ran some tests while it was connected. I got around 5Mbps down which is more in the range that I should be getting compared to 1.5Mbps I was getting on my box. So I concluded that there was some software that was slowing my connection down. I ended up reformatting my hard drive partly because nothing else was working. When it finally got finished reformatting, I ran some more speed test and found that it was still 1.5 Mbps. I was so angry because I basically lost all of my files, music, videos, everything and still didn't solve the problem. So after this I knew it had to be something hardware i.e. my network card which is actually built into the motherboard on my computer. So I snatched a network card out of my old computer, and loaded everything up and this is the result.

I know this is a day late and a $ short.. but...

I had the same problem with my pc when I upgraded to the 8 meg connection.. the proplem is they keep your ip address in a pool. They cant release and renew your ip so when there system see's it they know what speeds to give you. I have a usb LAN addapter and plugged it in and BOOM it was the faster speeds. but when plugged it back into my NIC on my MOBO it was the slower speeds.. so I used the USB for a few weeks then plugged back in my NIC on my MOBO and it was at the faster speeds with a new IP. I had the Tech at my house for over an Hr. trying to figure it out... He even called his HELP line and they had no idea if or how to release my IP on my MOBO NIC...

I hope this will help someone else some day..

I dont use a download manager and get over 1 M/B's on most every download site i go to.
