Fios is Fiber to the home being deployed by Verizon here in the U.S. Considering you said you're in the UK dont worry about it. You dont have Fios. Not sure what your speeds are but I dont see a package with a download as fast as yours. so as mentioned its possibly cached.

Do you have DirecWay?

I can get downloads at about 20-60 kB/s on Limewire, while when I tried Bittorrent I couldn't get more than 2 kB/s.

I do not have direcway. be sure not to saturate your connection, limit your upload to 80% of full capacity

Bittorrent is extremely slow with DirecWay.

for an internet cafe you need a big fat pipe. At LEAST a T3 possible Dual T3's. All depends on size and what kinda users you have come in.
