Alright, I followed "helloimtim"'s advise and ran the 2992 speed test and got:
:::.. Download Stats ..:::
Connection is:: 1013 Kbps about 1.01 Mbps (tested with 2992 kB)
Download Speed is:: 124 kB/s
Tested From:: https://testmy.net (Server 1)

Possibly Vanburen or someone else could give me a cablenut settings to increase my down/upload speed? I'm sure that cablenut can optimize my internet & not mess it up

Alright will do

Yes I scanned my computer with Outpost Firewall & AVG Anti-Virus & Lavasoft Ad-Aware & Spybot plus I used CCleaner as well as RegSupremePro in safe mode, basicly I followed all the "N00B" steps in this link https://testmy.net/forum/t-2097

Download & Install this: http://ccollomb.free.fr/unlocker/ Its a very simple yet effective program that can be installed into the windows explorer context menu as well

Ok, From this https://testmy.net/forum/t-2097:
Step 1: I'm running Windows XP
Step 2: SBC Yahoo DSL, 1.5 MB Down / I dunno Up
Step 3: Cablenut & "DRTCP" SpeedGuide.net TCP/IP Analyzer
TCP properties for IP = xx.xxx.xx.180 ()
Browser/OS = Mozilla/5.0 (Windows; U; Windows NT 5.1; en-US; rv:1.8.0.2) Gecko/20060308 Firefox/1.5.0.2
Notes: Read the Analyzer FAQ if the above is not your IP address.
TCP options string = 020405ac0103030101010402
MTU = 1492
MTU is optimized for PPoE DSL broadband. If not, consider raising MTU to 1500 for optimal throughput.
MSS = 1452
MSS is optimized for PPPoE DSL broadband. If not, consider raising your MTU value.
Default TCP Receive Window (RWIN) = 128480
RWIN Scaling (RFC1323) = 1 bits (scale factor of 2)
Unscaled TCP Receive Window = 64240
For optimum performance, consider changing RWIN to a multiple of MSS.
Other RWIN values that might work well with your current MTU/MSS:
511104 (MSS x 44 * scale factor of
255552 (MSS x 44 * scale factor of 4)
127776 (MSS x 44 * scale factor of 2)
63888 (MSS x 44)
bandwidth * delay product (Note this is not a speed test):
Your TCP Window limits you to: 5139.2 kbps (642.4 KBytes/s) @ 200ms
Your TCP Window limits you to: 2055.68 kbps (256.96 KBytes/s) @ 500ms
MTU Discovery (RFC1191) = ON
Time to live left = 55 hops
TTL value is ok.
Timestamps (RFC1323) = OFF
Selective Acknowledgements (RFC2018) = ON
IP type of service field (RFC1349) = 00000000 (0)
Edit: Took out IP address.

Oh yes I forgot to say that I have the 1.5 MB package from SBC Yahoo DSL (Or AT&T, whatever it is now)

Yeah I defrag like every 2 days, actually I've been getting better speeds when I cleared out all the cablenut settings minus the Default Recieve Window, there I put 65535, I'll post my speeds with that tomorrow, right now I'm using 3 peer-to-peer applications so it would be void
