I also live in Brooklyn N.Y., and I am having the same problem. The speeds are fine when I wake up in the morning, but when 10:00 am comes along, my speed goes up and down until it is up to dial-up speeds and will stay that way all day long even though my upload speed is ok. I called Verizon and they said they don't see any problems at all, so to keep me happy, they are sending me a new modem. I know for a fact that will not solve my problem. etw926......your not alone!!
