Unfortunately, he also makes it clear in his small print literature to you that yours is a BEST EFFORT service, not a guaranteed bandwidth. The entreneurial WISP types have their own picture on how much bandwidth you SHOULD get which doesn't mate to their Marketing statements of speed.
Suggestion is to use a big site like DSLReports to test the speed and make comment in the COMMENTS box that the servie is NEVER what the WISP promised. That way others looking in your area for service , and the WISP management, willsee the negative comments.
Also, I'd take the measurements and like letters to BBB, Chamber of Commerce and State PUC Consumer Protection. Same letter, takes you 15 minutes -- but it'll damn sure put the WISP on notice and perhaps motivate him to TWEAK your settings UP to where they should be.
