Check your signal strength. If it's not around 70. you'll never get good speeds. The bozo that installed my dish forgot to tighten the bolts and the thing got so out of alignment I couldn't even connect. After nine months of continually calling support, I was able to get someone out here to realign the thing. Speeds are good, now.

In my opinion, they don't deserve to know why you are discontinuing service.
