Browsing around the forums, and i tracked the issue down to improper rwin settings. used cablenut along with this : http://www.j79zlr.com/cablenutXP2k.php and here's how the tests came out on the main pc

I recently upgraded to 10mb/1mb (charter) and I find I am having issues maintaining the 10/1 speed. I've done speedtests here with my main pc and get 5mb/1mb average, but when i go to test with my laptop i get 10mb/1mb every time. I've disabled my FW/AV (zonealarm) and i still get the same speeds (5/1) I have no idea where to go to next to try and figure out what is causing this slow down. Main pc is winxp sp2, no viruses/spam/adware sence the fresh install 2 months ago. Laptop is the same, both connected via 1gb liniksys switch (both run at gigabit speed) then the switch to the router (linksys wrt54g) then to a motorola surfboard SBS120 Cable modem.
