Networking wizards, need some tips about my Adsl.
Basically, I have a 3.5Mbps/512kbps(not sure for upload) adsl subscription but when I tried to test using the speed test provided in this site this was the result.

Download Connection is:: 64 Kbps about 0.06 Mbps (tested with 97 kB)
Download Speed is:: 8 kB/s
Upload Connection is:: 181 Kbps about 0.2 Mbps (tested with 386 kB)
Upload Speed is:: 22 kB/s

And one more thing, if I tried to download a file using the IE, the speed is very slow, the average download speed is about 11-15kBps. But when I tried to use a download accelarator, I can get a 200+kBps download speed. And I tried to use cablenut software and tried different settings(settings from the tweakguide provided in this site, and even the ccs calculator from external link) but no help.

1) Phone Line ---> ADSL Modem ---> Router(I'm using PPPoE) ---> PC
I also tried:
2) Phone Line ---> ADSL Modem ---> PC(XP PPPoE)
As of now, I'm using the first setup.

RWIN is not fully optimized (even though it is a comparatively large number). The unscaled RWIN value is lower than it should be. Also, RWIN being close to and above 65535 does not justify the header overhead of enabling TCP 1323 Options. You might want to use one of the recommended RWIN values below.
RWIN is a multiple of MSS
Other RWIN values that might work well with your current MTU/MSS:
511104 (MSS x 44 * scale factor of
255552 (MSS x 44 * scale factor of 4)
127776 (MSS x 44 * scale factor of 2)
63888 (MSS x 44)
bandwidth * delay product (Note this is not a speed test):
