what should i do to max out my advertise speed?

@extremefusion im testing on the new server.. coz i dont know the old one..

i live in sanpedro laguna.. edit:grammar...my patience is wearing thin...

my current speed now is 5452kbps / 473kbps my advertise speed is 8186 kbps / 1022 kbps i would like to know if it still tweakable to max out my advertise speed or not? my current settings for cablenut is this heres my tcp analyzer results..

i want to tweak my speed using cablenut, tcpOptimizer or DrTcp.. the problem is i dont know the settings that i will do.. i have an advertise speed of 8186 kbps / 1022 kbps and my ISP is www.pldtdsl.com here is my tcp analyzer results..
