Hi about a month ago I started having all these download speed problems where nothing would ever hit above 60ks/s with one thread and if i did use multiple threads i could only do up to about 3 to maintain that 60ks/s on each thread. I'm using Comcast and I'm supposed to be getting 3mbit download speeds. Now the funny thing is this problem started last month, I just moved 3 days ago, got the internet hooked back up and they even gave me a new modem now once I installed the new modem I had to download the Comcast Installation Wizard from there site. That downloaded at a full 395ks/s BUT once I installed the kit and reset my modem and everything (because it's a new modem for my account) all the sudden I get my horrible download speeds again. Now my brother who lives just around the block from me has no speed problems at all and the Customer Service at Comcast claims that it HAS to be something on my side.
Now what doesn't make sense is, how is it that before I had my modem setup and ran their "Comcast Installation Wizard" I hit my full speed and once it was installed my speed went to crap. I ran multiple tests on DSLreports and got no more than 600kbps on my download. Here's the results I got from TestMy.net:

The modem is plugged directly to my Ethernet card, the ethernet card is made by Kingston which is a decent brand from what I understand, I never had any problem before until I woke up one morning and had all these problems. I'm running Windows XP Pro SP2, 512MB ram and I haven't changed anything on my computer in a long time. The modem I used before was a Motorola SB5100 and never had any problem until all of the sudden that one day came around. Now I'm using a RCA model DCM425.
Solutions I've tried:
Changing modems AND the cables
Uninstalling my Ethernet card and letting WindowsXP find it again
I noticed in the pathping there was a whole bunch of hops with 100% loss and I have no idea whatsoever is causing this, any help is HIGHLY appreciated as the comcast customer service people can't offer any help to me at all. Thank you
