Sometimes speed goes up to 10MiB/s(NetMeter) for few minutes. Can anyone please explain this and tell me about my real speed.

sometime a msg appears in my taskbar " there is an IP conflict with another system in the network " and my system gets hang(not every time the msg appears). Can anyone please address the problem or at least an explanation?
