Where do you find the Default Send window settings?

2 computers and packet8 VOIP device. I am happy with the speed. I got near 1Mbps faster download after running TCP optimizer. I have to say thanks to this site and all of you on this forum for that. Now I have to work on the Windows 98 computer on this network. I am only getting about 1.5 Mbps download. But it is and older machine. 400 Mhz and 256 MB Ram.
