I'm only getting 29kb/s! please help.

I just moved into a new house and here I have Lightspeed broadband (slow cable)  but the speeds are advertised at around 64kb/s, and I'm only getting about 29kb/s.  I've restarted in safe mode, ran avast antivirus, scandisk, defrag, spybot S&D, etc....  I've reset my modem (by using both the reset switch and disconnecting the power supply for 30 secs.)  I removed ZoneAlarm and still had the same speed.  Here is my info..  I dont really care about upload speeds, i'm just trying to get my download speeds up a bit.  I realize that even 64kb/s is painfully slow, but i'm not worried about it, I usually just download stuff while i sleep anyways.  Anyways, here's my info.  Any help would be greatly appreciated.

I've tried cablenut and it's made no difference.

Actually, i just found all the same websites and programs randomly on my own like http://nitro.ucsc.edu/ and I actually wrote my own version of check.bat to check my ping and tracert info.  Lol, please note the sarcasm :haha:.  No offense or anything, but If you would have read my post you would have noticed that.  :D

so, yes I did read that post, and I tried everything on it before I posted.

Oh yeah, I should have added I'm using a direct connection through my SMC networks cable modem.

I was in contact with Access Communications, and they informed me that 30kb/s download and 12kb/s for uploads is average for my type of connection...  I double checked their website and it did say 64kb/s for both up and down........  So it turns out it's just a simple case of false advertising....  Thanks for the help anyways.
