On my Ethernet connection I average on an NDT Test Server in California (i'm in NC at Duke) I can easily get 80Mb Download and 80Mb Upload. If it gets less than that for me then it is slow, I have tested out at 100/100 download/upload on an NDT Server before. I can download on average close to 11.5MB (yes megabytes) a sec from most sites that support that large bandwidth! But still 9Mb still isn't bad, try tweaking with cable nut, i'm sure someone here can probably help you out and get you closer to the 15 or 20mb range!
