Post an upload test. What are your computer specs? Also do you have cable-nut or TCP Optimizer installed? Are your files defragged and are you using a registry cleaner? Also are you cleaning out your cookies and files when you are testing? Somehow I'm doubting that stuff is going to improve his connection by 8354 Kbps. Cablenut and TCP Optimizer are for tweaking, squeezing that last little bit out of your connection, not for improving your connection by 8 Mbps.
