I have tried every tweak out there to get it higher, but with no luck....i wasn't expecting much because I am already at 0.2mbps - 0.4mbps (the test varies a tad every now and then by a little bit) OVER the download cap and I'm right at the upload cap for my connection WITHOUT any tweaks...and everytime I try a tweak i get the same results.

What are you "supposed" to be seeing? Who is your ISP, where are you located, and what do they cap your connection at?
