Yes, as long as you're getting 90% of your advertised speeds, you're fine.  90% of 7000 is 6300, and 90% of 512 is ~461, so as long as you're getting at least 6300/461, you're good.

Most people don't get 100% of their advertised speeds.

I just wish I still had the 9000/1000 (advertised speed but about  8975/950 + or - in reality) speed that I had in San Diego, CA with Cox Communications before I left to move to Texas.

I was with Cox for nearly seven years and after they were unceremoniously separated from Excite their speeds just kept getting higher and higher.
