Slow Comcast Internet.. Followed guides, no help.

Here are my download stats.

I've done this test before, and I got a lot better scores, but for the past few weeks everything has been going very slow.

I am only getting around 70% my hosts average, when I have one of the better plans. I talked to comcast, and just got a new modem, but still no changes. I've had a comcast tech come out, and he determined nothing was wrong. Should I have another come out and check? Could the last one not have known what was wrong?

I have tried the guides and checklists on this forum, as well as cablenut's tcp optimizer... etc.

Sometimes the speed will slow down so I can't use it at all anymore. Sometimes it will speed up.

I have no idea whats wrong. Please advise.

Tested from a 5983 kB file and took 12.516 seconds to complete
