Welcome to the forum maddoghunter junior

What type of connection do you have (cable, DSL, etc...)

Who is your ISP?

Post a speed test with this test. Clean out your cache first, it takes you directly into the test,

http://www.testmy.net/tools/test/d_load.php?ni=1&tt=1&s=12160&st=st

What are your advertised speeds?

Are you running a clean comp?

And then have you tried tweaking the connection as of yet. But only after you have cleaned it. Tweaking it first might actually hurt your speeds.
