The bandwidth increase in my uploads is why I really upgraded (and the fact I hate comcast ) I have tweaked my connection quite a bit so I think 1.7 is the best I will ever get. Don't discount the fact that the problem could be on Verizon's end. Did you get full speeds at install time? If so, did you change anything afterwards? If not, call the help desk and open a trouble ticket. I had issues initially on my business FIOS changeover. It wasn't anything on my end.
