I re-booted the cable modem and router and then my PC and now the result: :::.. I had Comcast come out to check the cable signal and they ended up replacing the cabling in the apartment and I got a new Motorola SB5120 modem. The speeds seem to be more consistent now, just a little slower for some reason, but nothing as drastic as before with the 1.4-1.7 MB. Now I'm usually in the 3.7-3.9 range.
