I need help going over caps

Im running on the verizon 1.5 plan with windows xp, i us to be able to run over caps but i hot to wipe my harddrive. Can anybody  help ?

You should be happy with your speeds,theres not much you can do with your current speed

BTW: those are pretty good speeds for Verizon,my friend has the 3/768 plan,and he only gets 1100 the most on download So your fine
