my advertised speed is 65kbps cant i got faster than that?

Yo i have the same gay rogers cable we have to pay 50$ or something and 65kbps is the upload speed (max) they said if u want express its 385kbps upload wtf is this just for high speed we get dial up like connection i wana change to sympatico but ah im getting help if nothing works then ill change.

i did the test again and now its at 61Kbps the lowest it went was 59Kbps on HIGH SPEED CABLE , WTF IS THIS
