I have been able to use a dial up modem on the FiOS service. Your fathers Dell sould have a PCMCIA slot, all techs carry these wireless cards and wireless routers. Just a thought

DSL filters will cause an echo on a FiOS line, make sure you have removed all of the DSL filters. There are several cordless phones and ans. machines that are not compat. with FiOS.
