No/not yet: I don't believe anyone knows for sure if they plan on rolling it out nationwide. But using 'Google Secure Access' as a proxy, its pretty fast (for now)! I'm able to get 2-4mbit down, on a 5mbit pipe.

They limit attachment size to 10Mb. I'm using a gmail account for storage using the shell extension (ugh, but the version I have doesn't work anymore, guess Google changed something).

If they told you your area is oversubscribed, that is a pretty straight forward answer. Hope you enjoy SBC.

Charter may have accidentally provisioned your modem for the lower tier 384/128. I receive 3/256 for $29.95 (few months left on the promotion). Call Charter and check.
