That could also be flucuation from your noise margin not being high enough to support the full speed package and/or internal line condition.  From what you're showing it could be that you are right at the limits of the 3 meg service.

Hawaiian Telecom has taken the service over, however, Vzn is still maintaining and supporting the networks for a few more months.  I'd give the upgrade shot a try, though most of the customers in the west are limited to 1.5.

Could be any number of reasons ... one being new development in the area causing them to move pairs around ... load coils can actaully add that much to your loop length. 

That sounds like an Interleaved latency ... Im getting anywhere from 13-30 to the testmy.net server.

Yes load coils will severly affect the strength of a DSL signal as they can add several thousand feet to your loop length.

Yes Interleave is part of safe mode but many non-safe mode connections have this enabled as well to increase the distance they can offer the higher speed packages. 

You can also ask for FastPath connection latency rather than Interleave ... it will be a pain to get it done, but trust me it will be well worth it.  Youll see ping times go down into the 25-40 range and stay there.  Keep in mind, that you do need a specific set of conditions on the line to get FastPath.  Generally, if your download noise margin is above 18db then loading you on FastPath will keep you in sync.  However, if it starts to drop below that, you may begin to experince intermittent sync conditions.  Have a Vzn tech run a test on your line and find out what the download side noise margin is. 

I thought verizon had 768kb upload speed?

Indeed they do have 768kb upload for DSL.  However, FIOS even in its lowest form is at least 1 megabit upload which is why the tests here are somewhat misleading about percentages.
