You firewall has blocked the attempt, so that is a good sign.  If you have the IP address, look it up at www.arin.net/whois and find the ISP.  It will usually supply a contact for customer abuse.  I would let them know that somebody from the IP is performing port scans....provide logs from your firewall and as much other info as possible.  This should be brought to their attention.

This person probably did not target you specifically....probably just grabbed your IP block and scanned the whole thing.  Sometimes, if a person's computer has been hacked, it will become a host for hacking activity, even though the owner of that computer (and IP address) does not know.  So somebody may have run a port scan from that computer remotely.  Who knows...but it should still be reported.
