crappy unstable speeds

hi again with another prob... my adv speed is 480/256 i know its weird but oh well im getting speeds over my adv which is great! sometime like 530 kbps but an hour ago i got 30kbps and now i get this

my tracerts have been crazy all day sometimes normal pings 125-175 and sometimes over 500

and my torrent speeds are crazy sometime 4 or 5 kbps or 25 or 30 no more than that but my upload i A  OK any ideas what the hell is happening

Looks like there is some congestions on your ISP's network at 66.231.160.190 on the 5th hop.  Other than that, things look ok.  If the times at that IP don't seem to get better, I'd give your ISP a ring.  Chances are there is a load being balanced on that node due to an outage (ie. fiber cut) or maintenance in another area.
