I am provisioned at 3.0 and get about 2.8 2.7 most times DSL degrades over distance, so they can't garuntee rates.. Yours is prefect for your provisioning tho. If you are refferingto the " May need help : running at only 31.75 % of your hosts average (verizon.net)" part it only means an average of all type connections. Including 3.0, 6.0, and 8.0 if it is already out. So being at the bottom of the chain, you would get the slower speeds percentage wise. Hope that helped.
