When you have an internet connection, there is always limits as to the speeds you can download , and upload, adjusting these settings, or " tweaking " them, sets them to optimal performance. First you need to know what " limits ", or " caps " your ISP, or internet service provider has you set at. Then look in the CCS files at the link I provided, for the specific range that you have and install that file, if you need help w/ this, I'm more than sure someone will be glad to help out.
