Need tweak advice

My Cable provider states my connection speed is  Downstream  4 Mb/s

                                                                              Upstream      384 kbps

I have tryed to improve my connection at least  to get 3.7 Mb/s as i always expect to lose about 10% in net traffic  among other things.

these results are the best i have got tonight ,  any advanced tweakers with some usful info pls advise me thx.  :?
