I need help with download speed

Help.  Upload is great, download sucks.  i followed all the tips, ran all anti spy/virus soft, did all updates, no firewall during test, etc.  cant get speed better. using ethernet hookup and am on dsl. dont know advertised speed-doesnt state on my bill, but i have the top internet package that the company offers.

4. What speed do you have against www.testmy.net and http://nitro.ucsc.edu/  also download this Tracert and Ping program (made by PHP ) https://testmy.net/forum/index.php?action=dlattach;topic=3341.0;id=1352 and click on autocheck.exe, when its done, just right click and paste all the result in your post.

are u running any programs in the background like a on-access scanner for viruses or somethng like that, and have tried any tweaks?

i normally use spyguard, zone alarm, and avg anti virus.  i sometimes have spydoctor on as well.  zone alarm and spydoctor were off for these tests, and i have tried the tests with spyguard and avg off with no difference.  i am connected through dsl, and ethernet port, and there is no advertised speed with my telephone company that i can find (either through speaking with them, my bill or their web site).

i use windows xp, have no spyware or viruses, 2000mhz, 40 g drive pentium 4 with all updates sp2, etc.  just think it should download faster.

i appreciate the help.
