Problems with download speeds HELP!!!

My laptop does have more ram, but  a while back my downloads would be just as dast as my laptop's. Now i get about half the speed and my pc stutters alot.....

I do have the vonage broadband phone service installed, and when i disconnect it my downloads speeds go back to normal on my desktop....when i take the ethernet cord from the desktop and put in my laptop the downloads are the same on the laptop (this is with the broadband phone on). Any suggestions....??

Thats what i  thought it was initially, but my laptop runs fine with voip...nearly 500K/s download speed....but when i use my pc im down to aroudn 250 k/s. Is it something with m yPC.....the upload speeds are the same with both connections....
