having a problem

I got a new HD and reloaded windows on my computer, and now my internet upload speeds are horrable, when compared to the speeds that i had befor i reinstalled windows whitch were 108kb/s - 112kb/s now i get 20-90kb/s. Bur my download speeds are still great 7mb-7.2mb/s. Please somebody help, i am using cable nut to tweak my connection, if anyone has a default send window setting that i can try let me know.
